The technical standards for technology accessibility for ICT include the following to the extent that they would not require a public entity to take any action that would fundamentally alter the nature of its programs or services, impose an undue burden, or pose a direct threat to the health or safety of others: W3C WCAG 2.1 conformance levels A and AA
